NAPOLEON I: (1769-1821) Emperor of France 1804-14, 1815. An excellent and rare L.S., ` Bonaparte´, a bold ink signature, three pages, folio, Head Quarters at Cairo, Egypt, 1st September 1798, in French. The letter bears a printed vignette to the heading, with the printed text ''Army - Liberty - Equality - 'Bonaparte General in chief''. The document contains eight articles that Napoleon orders to put in practice innovative measures at that time, and as always scrupulously organized down to the last detail, stating in part ` First Article: Il sera perçu dans le port d´Alexandrie en sus des droits qui se perçoivent actuellement un droit de 1% sur toutes les marchandises qui sont susceptibles de perte... Article 3 - L´administration sanitaire tiendra près du premier écrivain de la douane un agent chargé de tenir registre des sommes que le présent arrêté donnera lieu de percevoir... Article 6 - L´administration sanitaire élira un conservateur trésorier qui se conformera entièrement aux dispositions du chapitre du règlement du bureau de santé de Marseille, il recevra chaque mois du payeur divisionnaire à Alexandrie les sommes qui auront été mises à la disposition de l´administration sanitaire par le Général en chef...´ (Translation: " First Article: In addition to the duties currently levied, a duty of 1% will be collected in the port of Alexandria on all goods that are liable to loss...
