Rabbi Eger seeks to introduce a new halacha that even though Chazal set the time for the morning prayers until a certain time during the day, if a person recited a certain prayer before that set time, he had thereby fulfilled the main principle of morning prayer during its set time and “could pray the Shemoneh Esrei prayer whenever he desired.”
