CHAVEZ HUGO: (1954-2013) President of Venezuela 1999-2013. T.L.S., H.Rafael Chavez, one page, folio, Fuerte Tavacare, 6th January 1976, in Spanish. The typed document bears two `SECRET´ red ink stamps to the heading and bottom page, and is an authorization given by the Ministry of Defense of the Republic of Venezuela, Infantry division of Batacaza, under the command of General Manuel Cedeño, to Vice-Lieutenant Chavez Frias Hugo Rafael. The document states that `Lieutenant Colonel, and first Commandant of Batacaza, authorize citizen Vice-Lieutenant Chavez Frias Hugo Rafael to handle military information and material considered Secret.´ Folded, with seven file holes to the left border, and two holes with tear, none affecting the signatures.
