The war-time document bears a red ink stamp to the head stating `Top Secret´, the printed monogramme with Soviet hammer and sickle, and the printed heading of ''Workforce Accounting and Distribution Committee at the Council of People's Commissars of the USSR''. Moskatov states `According to the Resolution nº434, the Council of People's Commissars of the USSR allowed the Committee and the Executive Committee of Molotovsky region (tovarisch Goryunov), to mobilize, within two weeks, and for the period of wartime, 150 women from working-age inactive population in the Berezniky city, Molotovsky region, in order that they would work at the Berezovskaya thermoelectric plant..´ With two binder holes to the left border not affecting the text or signature.
