STALIN JOSEPH: (1878-1953) Soviet Dictator. Leader of the Soviet Union as General Secretary of the Central Committee of the Communist Party 1922-52. Rare A.N.S., `No objection. I. St[alin]´, in red pencil, to the head of a T.L.S., `P. Moskatov´, in blue pencil and in Cyrillic, one page, 4to, Moscow, 11th April 1942, to `Tovarich Stalin I. V.´, in Cyrillic. The war-time document bears a red ink stamp to the head stating `Top Secret´, the printed monogramme with Soviet hammer and sickle, and the printed heading of ''Workforce Accounting and Distribution Committee at the Council of People's Commissars of the USSR''. Moskatov states `According to the Resolution nº434, the Council of People's Commissars of the USSR allowed the Committee and the Executive Committee of Molotovsky region (tovarisch Goryunov), to mobilize, within two weeks, and for the period of wartime, 150 women from working-age inactive population in the Berezniky city, Molotovsky region, in order that they would work at the Berezovskaya thermoelectric plant..´ With two binder holes to the left border not affecting the text or signature. Very small overall creasing, otherwise VG £2500-3500 Piotr G. Mostakov (1894-1969) Chief of labour reserves 1940-46 in the USSR Council, and Chairman of the auditing commission of the Communist Party of the Soviet Union 1952-60. Three times awarded with the Lenin Order.
