The first Congress of officers-educators of cadet corps was held on December 22-31, 1908. During it, 16 reports were read, 3 lectures were delivered, and a literary and musical evening was also arranged.

The main purpose of such congresses was to unite and refresh the educational work of these institutions, as well as to clarify numerous issues on the educational part that are not provided for by regulations and do not lend themselves to regulation. The key issues that were discussed at the Congress were at that time the most relevant for closed military schools:

1. Does the teacher have the opportunity to directly and actively direct the education of each individual cadet in the classroom Department entrusted to him?

2. Does the organization of cadet corps contain all the necessary conditions for the educator to conduct his Department as an independent unit?
