Pyotr Vasilyevich Khavsky (1771-1876) was a Russian historian and jurist, one of the originators of the Speransky codification, and the author of several works on the history of Moscow.

He was born in Yegoryevsk in the family of a Protocol officer. Service began with the smallest position-podkopiista in the yegoryevsky district court, where his father served; in 1793-copyist; in 1807-Protocol officer of the yegoryevsky noble guardianship under the leader of the nobility G. p. Obolensky, in 1808-povytchik Ryazan provincial Board; soon transferred to Moscow-povytchik VII (Moscow) Department of the Senate. In October 1812, he was appointed to legal advice in the Department of the Ministry of justice in St. Petersburg. In 1813, he was transferred to the V and then to the VI Department of the Senate in Moscow.



In 1815-1817, he attended lectures by Snegirev and Davydov on legal Sciences at Moscow University. Soon he began to lecture on Russian history and jurisprudence in the Chancery of the Senate to Senate officials who were preparing to become regimental auditors. In 1818, one of Havsky's lectures was published. Even earlier, in 1817, his book "on testamentary inheritance, kinship and vymorochnom" was published, which was highly appreciated by M. M. Speransky. For his legal writings, Khavsky received a diploma as a correspondent Of the Commission for drafting laws and undertook an extensive publication "Collection of Russian laws", the purpose of which was to arrange in chronological order all the legislative material, "in order to replace the lack and infidelity of law books in all subjects of Russian law". Through the efforts of Khavsky, 23 volumes were published.



By personal grant of the Emperor on March 15, 1819, he received a title of nobility, becoming the founder of the Khavsky family.

In 1820, at the initiative of the Moscow Governor-General, Prince D. V. Golitsyn, a project was considered, submitted by Khavsky in 1813, to reduce the "justicial books" of the patrimonial Board and replace them with new, printed books; and, approved on December 28, 1821, it laid the Foundation for the periodical publication of Senate announcements for the current prohibitions and permits imposed on estates. To bring the former "justice books" into proper order, a Commission was established in Moscow, whose Chairman since 1829 was Khavsky. Before that, after the abolition Of the Commission for drafting laws, Khavsky, who was appointed to the second Department Of His Imperial Majesty's own office as an official at the library and archive, became one of the active employees of count M. M. Speransky for the publication of the Complete collection of laws. He donated part of his library to the Second Department, about 200 old books of legal content, for which he received a diamond ring from the sovereign.



On the advice of N. M. Karamzin and V. A. Zhukovsky, Khavsky wrote a history of legislation under Alexander I, the beginning of which was published in the Russian Invalid (1826-Nos. 18 and 19) under the title: "A look at the history of Russian laws issued in the reign of Alexander I".

In 1829, on behalf of the Minister of justice, Khavsky, along With M. M. Solntsev and M. A. Dmitriev, began to inspect the Senate archives in Moscow and develop a draft description of the documents stored in these archives. Their draft on the establishment of a Commission to describe the Moscow archives — Senate, state and patrimonial in 1835 was approved by the Minister of justice D. V. Dashkov and Khavsky as one of the drafters of the project was appointed a permanent member of the Committee: it had to study the Patrimonial and Discharge archives. In 1837, he was appointed to the chief Prosecutor's Desk in the Senate, then transferred to the 1st division of the VI Department.



Starting in the 1830s, Khavsky began to publish many articles on chronology and published a reference book "Chronological tables in three books", for which he received a half-Demidov prize (1849).



In addition to numerous notes and articles in various magazines, khavsky's works on the history of Moscow and his genealogical research were published in separate editions. One of the most famous works of Khavsky was the book "seven Hundred years of Moscow, or Sources to its topography and history for seven centuries", which was published in 1847.



In 1853, he was granted the rank of full state Councilor, and in 1873 — privy Councilor.



For his work on genealogy, Khavsky received the title of a full member of the Moscow society of Russian history and antiquities, as well as of the Odessa society; he became a corresponding member of the Archeographic Commission and a member of the Council of the Lazarev Institute of Oriental languages.

Khavsky also wrote "index of the Moscow clock" (1852) and "Explanation of the Moscow clock index" (1854), but received an official notification from the Director of the Pulkovo Observatory, V. ya.Struve, incriminating the author in complete ignorance of astronomy.
