The partially printed document is a Licence issued to Albert Cherry, Manager of the Central Railway at Venezuela, allowing him to accept and wear the Insignia of the Third Class of the Order of the Bust of Bolivar which had been conferred on Cherry by the President of the United States of Venezuela ‘in recognition of valuable services rendered’.
