The typed document being an authorization given by President Roosevelt to Cordell Hull as Secretary of State to `..effect with any person or persons duly authorized thereto by the Government of Lithuania, the exchange of my ratification for that of the Government aforesaid, of the Supplementary Extradition Treaty between the united States of America and Lithuania, concluded at Washington, May 17th, 1934.´ further saying `IN TESTIMONY WHEREOF, I have caused the Seal of the United States of America to be hereunto affixed.´ The document bears alongside the text and above both signatures a large US paper seal affixed in excellent condition.
