For the first time, the term "democratic" counter-revolution was used by I. M. Maysky as a collective name for the initial stage of the Civil War, during which the leading role in the anti - Bolshevik camp was played by representatives of the petty-bourgeois democracy-the Mensheviks and Social Revolutionaries.
